Job Description
The TEEX Testing and Innovation Center's (TT&IC) Technology Evaluation Manager is responsible for managing the multi-faceted, cutting-edge public safety technology evaluation program. The individual in this position works with leading innovators, technologists, and subject-matter professionals from public safety and homeland security-related fields to evaluate and assist in the refinement of technologies. You will accomplish this by providing cradle to grave planning, coordination, and implementation of TT&IC's technology evaluation projects. You will be responsible for ensuring customer relationships are managed in accordance with the TEEX core values. The Technology Evaluation Manager is responsible for initiating and managing efforts to attract new customers and retain existing customers. You will be responsible for planning and managing the TT&IC marketing strategy. This position is responsible for assisting in the planning and delivery of Center events. This position is also responsible for assisting the Center Director in the day-to-day operations of the TT&IC through ensuring the administrative reports, financial reports, purchasing, and invoicing are accurate and completed on time. The Technology Evaluation Manager will serve as the primary liaison for Center clients throughout the lifecycle of their project. This position reports to the Center Director.
Required Qualifications:
Bachelor's degree from an accredited university or college (equivalency: will consider an Associate's degree with seven years of project/program management experience or a High School Diploma with nine years of project/program management experience)
Two years of project/program management experience
Two years of business development/customer relationship management experience
One year in a public service or related discipline
Required Licenses and Certifications:
Valid Driver's License
Ability to get U.S. passport within 180 days of hire
Preferred Qualifications:
Master's degree from an accredited college or university
Five years of relevant experience in deep technology innovation
Five years of recent experience in one or more of the following career fields: Fire service, Law Enforcement, Heavy Rescue (ie Urban Search and Rescue), Emergency Medical Services, Emergency Management, Military, GIS)
Five years of project management experience or Project Management Professional Certification (PMI PMP)
Physical Requirements:
Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat
Must be able to lift up to 60 lbs. of Public Safety, Workplace Safety, and Homeland Security related technologies
Physical conditioning consistent with setting up for meetings, conferences, tradeshows etc.
Must be able to communicate orally and in writing
Extensive use of computer/keyboard
Ability to travel independently to remote locations by driving and/or flying on commercial airlines
Knowledge, Skills, and Abilities:
Skilled at proposal and budget development, contract development
Skilled at coordinating and collaborating with Subject Matter Professionals across industry and academia as needed to develop and implement tailored technical services
Strong verbal/written communication and presentations
Ability to effectively communicate both orally and in writing
Ability to positively and professionally interact with clients and staff
Knowledge of basic office software and instructional programs
Knowledge of principles and methods for teaching and instructing individuals and groups
Ability to facilitate groups of various sizes
Skilled in utilizing various learning and active listening strategies
Ability to orally comprehend and express information and use inductive and deductive reasoning

This position may require some work beyond normal work hours.
This position may require 20% or more domestic and/or international travel.

Essential Duties, Tasks, and Percentages:
Plans, coordinates, and implements Center projects-35%:
Develops proposals and budgets for the delivery of tailored technology evaluation services
Drafts, negotiates, and executes contracts for TT&IC technology evaluation projects and services
Coordinates and collaborates with Subject Matter Professionals across TEEX, TAMUS entities, and vendors as needed to develop and implement tailored technology evaluation services
Collaborates with a variety of industry and public and private safety professionals to identify and evaluate technologies that have the potential to enhance public safety and improve homeland security
Reports project updates and milestones to the Center Director
Ensure customer relationships are managed in accordance with TEEX Core Values-25%:
Builds and maintains relationships with key customers, partners, and collaborators
Provides outstanding customer service
Learns key customer individual needs and addresses them
Conducts business reviews using CRM programs
Keeps internal and external customers updated on the latest products in order to increase sales
Resolves customer complaints quickly and efficiently.
Follows up on leads, tracking project timelines, and deliverables
Plans and implements strategies to attract and retain Center customers-15%:
Assists the Center director in developing and implementing strategies to identify potential customers
Conducts market analyses and environmental scanning to identify threats and opportunities for current and future business opportunities
Ensures the accuracy and timeliness of data, services, and products created by the TT&IC
Plan and manage the TT&IC marketing strategy-15%:
Plans and implements external marketing strategies to boost the TT&IC's public profile.
Serves as the primary point of contact with the TEEX Marketing Managers CoP
Manages the TT&IC social media, website, and external publications by drafting, editing, and scheduling marketing communications
Manages the development and revision of brochures, e-blasts, advertisements, flyers, newsletters, and other marketing materials
Prepares and delivers presentations at meetings, conferences, trade shows, etc.
Assist in planning and delivering TT&IC Events-10%:
Assists the Center Director in developing proposals and budgets for TT&IC events
Defines and manages logistical needs for TT&IC events
Drafts and prepares communications (ie, marketing and promotional materials) for center events
Assists the Center Director in coordination and collaboration with Subject Matter Professionals across TEEX, TAMUS entities, and vendors as needed to execute TT&IC events
Other Duties:
As part of the TEEX's mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position's Division Director/HQ Department Head
