Physical Requirements: The work is sedentary, but may involve intermediate periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) computer components and supplies, reaching, pulling, and working at a keyboard and monitor. This division provides 24/7 coverage throughout the calendar year. may be subject to shift work, rotating shifts and shifts covering weekends and/or holidays. Subject

to call back outside tour of duty.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

Major Duties:
  • Creates and maintains documentation on business systems technology to include configuration standards, as- built diagrams and historical and trending information. Provides customer service support to stakeholders on an as needed basis relevant to business systems activities and related technologies.
  • Supports, implements, and recommends improvement to technical policies and procedures to management. Under direction from the Division Chief and other management staff implements new technologies to enhance VistA Imaging systems operations in support of critical applications and business processes.
  • Responds to after-hours pages, alerts and phone calls indicating system performance outside established thresholds, and works to rectify the situation until complete or positive handoff has occurred with other technicians as appropriate.
  • Conducts routine assessments utilizing various reporting applications and software to ensure proper systems operation, availability and security.
  • Provides daily system support, management, and optimization of server hardware and operating systems.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

The Selective Placement Factor for this position is: experience with Critical Systems as it pertains to performing System Administration (Servers, Storage Systems, Applications,) in an enterprise Environment, the utilization of Windows Server, VMS and/or Linux operating systems

You may qualify based on your education/experience, for the GS-11 as described below:

Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Ph. D. or equivalent doctoral degree

OR

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience for the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: Perform troubleshooting, maintenance and configuration changes in accordance with approved change order policies across the Enterprise as it relates to Business-Critical Systems technology which includes VistA Imaging hardware, operating systems, software, networking connectivity, storage, and databases. Provides daily system support, management, and optimization of server hardware and operating systems which includes Windows, ESX, and Linux.

You may qualify based on your experience For the GS 12 , as described below:

Specialized Experience For the GS - 12: You must have one year of specialized experience equivalent to at least the next lower grade GS - 11 in the normal line of progression for the occupation in the organization. Specialized experience includes: Expertise in management and oversight of VistA and Cache and utilization of VMS or Linux operating systems including database administration supporting VistA and VistA RO. Able to provide or develop guidance for the solution of difficult and unprecedented operational issues resulting from new, unique or modified operational systems or information management requirements.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e. g., Peace Corps, AmeriCorps) and other organizations (e. g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
